Fertilizer

China has a huge population and lacks of arable land and water. The country feeds 21% of the world population with 9% of arable land, fertilizers play an important role here. Fertilizers have contributed to 40% of the yield growth in agriculture. Fertilizers are the “food” of grain and one of major pillars in the national economy.

The Chinese Government has paid high attention and given strong support to the development of the fertilizer industry because of fertilizers’ importance. Through over 60 years’ rapid development, China’s fertilizer industry has developed a wide range of products and advanced processes/technologies and has basically achieved supply/demand balance with a little surplus. In 2016, the self-sufficiency rate of fertilizers in China was 111%. Specifically, the self-sufficiency rate of nitrogen fertilizers was 117%, the self-sufficiency rate of phosphate fertilizers was 130%, while the self-sufficiency rate of potash fertilizers was only 60% due to inadequate resources. China’s fertilizer production and the consumption ranked the first in the world, accounting for 31% and 30% of the world’s total respectively.

However, the rapid development of fertilizer industry in China has also brought about some problems, such as excessive capacity, serious product homogeneity (conventional urea, ammonium phosphate and compound fertilizers are dominant), low utilization rate (the utilization rate of nitrogen fertilizers being 35% as compared with 60-70% in advanced countries), excessive application (the use of fertilizers per unit area is more than twice as the world average) and environmental pollution. Such problems have led to fierce competition, low operating rate and poor profitability in the fertilizer industry and heavy burden for farmers.

These problems have already aroused great concern among relevant government departments. The Ministry of Agriculture has issued the “Plan to Achieve Zero Growth in Fertilizer and Pesticide Use by 2020”. The Ministry of Industry and Information Technology has proposed the “Opinions on the Transformation and Upgrading of the Chemical Fertilizer Industry”. The Ministry of Environmental Protection has promulgated the most stringent new “Environmental Protection Law” in history. Under the circumstances, the heated topic in China’s fertilizer industry today is “transformation and upgrading”. It is mainly reflected in the following aspects:

•    Basic fertilizers manufacturers should achieve innovative development in technical progress, elimination of outdated capacity, energy conservation and emission reduction, comprehensive utilization of resources and increase of products’ added value.

•    Secondary processing fertilizer enterprises should highlight the R&D, production, promotion of new, efficient and environment-friendly eco-fertilizers. Popular new fertilizer varieties today mainly include water soluble fertilizers, slow/controlled release fertilizers, microbial organic fertilizers, organic/inorganic compound fertilizers, secondary/micro element fertilizers and soil conditioners, etc.

•    Agrochemical services should be strengthened. In the backdrop of the agricultural supply-side reform, precision agrochemical service modes should be implemented to realize precision formulated fertilization, product customization, and whole-process crop nutrition solutions. Crop growers should be guided to mix and apply fertilizers according to different land and crop types so as to reduce input, minimize losses, improve the quality and increase the yield of agricultural products.
