○ Project Name: Industrial planning for a functional material industrial Park
○ Entrusting Party: A high-end rubber/plastic new material industrial Park in China. The planned area of the park is 11 000mu. The total industrial output value in industrial enterprises with considerable scale reached RMB20.0 billion in 2015.
○ Project Goal: Chart a practical blueprint and goals for the future development of the park, identify approaches for attaining these goals and define necessary schemes for external backing conditions and measures
○ Method: CNCIC Consulting took master plans formulated by the state, the province and the city and specific plans prepared by various related sectors as guidance and the market as lead, combined the principle of green sustainable development and conducted following two-phase research. The total project time was 20 working weeks.
- First Phase: Research on external environments was completed through interviews with around 80 government agencies and experts and participants of related sectors and the field survey made by our team to the present industrial development status in the park and the study of our internal databases and other second-hand materials. Contents included analysis to modes of macro economy, analysis to the development trend of the chemical industry, analysis to the development environment of the functional material sector (also further divided into materials with mechanical, medical, thermal, optical, electric, magnetic and other functions). Analyses to regional development environment and internal environment including geographic conditions, natural conditions, communication/transportation conditions, utility conditions, preferential policies, SWOT and competition elements of the functional material sector were also made.
- Second Phase: Two major directions (materials with mechanical function and materials with medical function) suitable for the development of the park were defined on the basis of the research achievement made in the first phase. The promotion of 14 major projects was also completed and products included rubber type chlorinated polyethylene, road shock-absorbing products, folic acid and coral artificial bone. CNCIC Consulting made a comprehensive analysis to industrial chains of all major projects such as the acquisition of raw materials, the drive of the development of downstream application markets and the trend of policy guide to the demand of functional materials, existing industrial chains in the park and their cooperativeness, proposed rational suggestions on product schemes, construction scales, production processes and wastes treatment methods and also forecasted economic benefits and market shares of various functional materials hopefully to be achieved in the park.
○ Achievement: CNCIC Consulting identified market opportunities of functional materials for the park and provided the park with a practical“three-step”implementation scheme for steadily achieving revenue increase in next decade and promoting the upgrading of local industries and overall competitiveness. The park has already completed the first step today and also achieved a remarkable increase of economic benefits. The park will try its best to complete the construction of 6-7 new projects before 2020 so as to further improve the structure of the chemical industry and upgrade the level of overall benefits in the park.
